I’m not sure if this is a command for an operation or a unit/troops. It might Group X Unit 23 or some kind of operation name. The first word might refer to fourth heavenly stem among the ten heavenly stems, a Chinese calendrical and astrological systems. I think it was a unit name. Like, there exist ten division, so the said unit is from unit 23 of division 4.
